Air Quality and GHG Regulatory Update for U.S. Landfills (1 CEU)

The panel representing the SWANA LFG/Biogas Division Rules and Regulation Committee will provide an update on the major U.S. air quality and greenhouse gas (GHG) regulations affecting landfills. The focus of this presentation will be on the regulatory requirements, interpretations, deadlines, and issues related to the New Source Performance Standards (NSPS) and Emission Guidelines (EG) rules for landfills. The panel will cover key components of the rules, update the audience on ongoing interactions with U.S. EPA and state agencies, and provide an assessment of the expected impacts to industry. Guidance will be provided to promote a consistent, industry-wide approach to compliance. Additionally the panel will cover updates to the federal GHG reporting rule, the national GHG inventory for landfills, and permitting requirements for GHGs under federal and state programs.

Those attending this panel presentation will be provided with the most up-to-date information on the major air and GHG regulations affecting landfills, provided by a team of industry experts. Attendees will leave the presentation with a stronger understanding of the requirements and implications of these regulations and be better equipped to achieve compliance for their facilities.

Patrick Sullivan, Senior Vice President, SCS Engineers, California

Patrick Sullivan

Pat Sullivan has more than 26 years of experience in environmental consulting, specializing in air quality, greenhouse gas (GHG), risk assessment, and landfill gas (LFG) issues. He is a senior vice president and managing director for SCS’s consulting and engineering operations in the Southwestern U.S. He also is SCS’s national expert on the Clean Air Act, and oversees national disciplines for GHG and risk assessment. Mr. Sullivan is the Director of the LFG/Biogas Division of SWANA. He has published and/or presented more than 100 technical papers in industry publications and conferences.

Amy Banister, Senior Director Air Programs, Waste Management, Texas

Amy Banister

Amy Banister has more than 25 years of experience in air quality consulting, project management, regulation development and planning, as well as corporate environmental program implementation. She is responsible for directing air program activities at Waste Management, which includes developing corporate policies and standards and training programs for application at Waste Management North American facilities. Amy also is responsible for corporate climate change reporting and regulatory advocacy for air issues pertaining to Waste Management and the solid waste industry. She is Past Director of Solid Waste Association of North America’s Landfill Gas and Biogas Technical Division and currently represents the Technical Division on SWANA’s International Board.

Matt Stutz, Principal, Weaver Consultants Group, Illinois

Matt Stutz

Matt Stutz, P.E., has 20 years of experience in air quality services and landfill gas studies and collection system design. Mr. Stutz has extensive work experience in landfill gas system design, permitting and compliance, and has prepared numerous emission inventories, air quality permits, emission calculations, and landfill gas to energy. He has a Bachelor’s degree in civil/environmental engineering and is a registered professional engineer in 13 states. Professional experience includes serving as an instructor in air pollution courses for the Center of Environmental Research and Training at The University of Texas at Arlington. He is a principal with Weaver Consultants Group and manages the landfill gas and air quality services groups. Mr. Stutz is an active member of the Solid Waste Association of North America (SWANA) were he serves as the vice-chair on the LFG Rules and Regulations Committee Mr. Stutz also is an active member and Chairman for the North Texas Chapter of Air and Waste Management Association.

Niki Wuestenberg, Manager, Air Compliance, Republic Services, Arizona

Niki Wuestenberg

Niki Wuestenberg joined Republic (Allied Waste) in 2001 and has more than 20 years of experience in the solid waste industry. Ms. Wuestenberg is the corporate Air Compliance Manager of Republic Services. She has a broad range of air compliance responsibilities, including review of regulations, air compliance evaluations, PSD/NSR guidance and compliance support, as well as oversight of state and federal Title V permit programs, New Source Performance Standards, and the National Emission Standards for Hazardous Air Pollutants. As climate change has become increasingly more demanding, she also has focused on greenhouse gas initiatives and assisting with regulatory advocacy involving the solid waste industry.
